Tom Willert holds overall strategic and operational responsibility for all Eagle Ray programs. He provides the leadership and vision to ensure we have effective execution processes, operational controls, and reporting procedures in place to achieve outstanding customer satisfaction and to ensure corporate financial strength and operating efficiency.
Tom previously served as Vice President and Office of Naval Intelligence Account Executive. He leads our prime contract providing IT Program Management Support Services to this keystone Eagle Ray customer. Tom brings considerable depth of experience to his work with our government and commercial customers, applying expertise developed from over 25 years in the information technology industry. As senior consultant, Tom provided program management support, business process analysis and implementation, process improvement, performance measurement and change management solutions, and training and mentoring services to Eagle Ray’s clients.
Before joining Eagle Ray, Tom was Vice President and Contracts Department Manager for Titan Systems Corporation (formerly BTG Corporation). Tom has held a variety of senior program and project manager positions, leading the development and integration of complex Department of Defense and Federal Agency C4ISR systems.
Throughout his career, Tom has brought a keen interest in process and performance improvement to his operational roles, establishing an organizational culture that fosters the creation of high-performing teams. Tom developed and taught program manager certification classes and has extensive experience at the operational and corporate levels in the analysis, development and implementation of new processes and continued process improvement initiatives. He was a member and team lead on two enterprise financial system implementations, and was a key contributor to BTG Corporation’s Engineering Process Group. Tom has led organizations to achieve industry assessments and certifications, including CMM and ISO 9001:2000.
Tom is an ISO 27001 Lead Auditor and a Project Management Professional, and he has a CIO Certificate in Federal Executive Competencies. His professional memberships include the Beta Gamma Sigma Honor Society, the Institute of Electrical and Electronics Engineers and the Project Management Institute (PMI). He was a member of the Leadership Fairfax Class of 2009. Tom holds an M.S. in Technology Management from George Mason University and a B.S. in Electrical Engineering from the State University of New York at Buffalo.
